State child welfare officials failed to disclose a man's arrest record before he took custody of his son last year. Now, police say, the father has beaten the 5-year-old boy to death.

BALTIMORE - An emaciated 15-year-old girl whose guardian kept her housebound was found dead on the floor of her home, police said.


Ciara Jobes' room was unfurnished and unheated, and she used a hole in a wall as a toilet, Detective Marvin Sydnor said.
